My vote is for 6 for season 1.

If each team needs a minimum of 7 players, that is 42 total players.

Each GM can make 1 player... so we have to get 36 from elsewhere.

That's 18 more people signing up and creating 2 players each. That puts us at 24 total members. I think that is pretty reasonable for Season 1.

I made the decision to have that if you GM a team you can make up to 2 players. If you don't GM a team you can make up to 3.
