In this simulation engine, there is a POT (Potential) Stat.
The way that D7 is going interpret this stat is based on activity. As members are more active, there is more chance for them to earn more upgrade points, thus making their player potentially better than a less active member.
Every new player will start out with a 50 (C rating) and the Commissioner will increase or decrease this stat as he sees fit based on the activity of that member.
